Qualified Contractor Network

The Efficiency Arizona Heat Pump program will assign a Case Manager that reviews eligibility and assign an Efficiency Arizona Qualified Contractor to your project. There is no need to reach out to these contractors directly. We will work with you to identify the right contractor for your project.

The contractors listed below are approved to install the following HEAR measures for Efficiency Arizona: Electric heat pump for space conditioning (cooling & heating) and the associated measures; Electrical Wiring & Electrical load service center (electrical panel).

More contractors will be added to this list as they become part of the program. If you are a contractor interested in participating in the program, please review the following requirements to become an Efficiency Arizona Qualified Contractor:

  1. Measure Specific Qualifications to Perform Installations. 
    • To install Air Source Heat Pumps (ASHP) you must have certification from a recognized Energy Skilled ASHP Program:

        • Please pay close attention to the specific programs that qualifyProvide your renewal date
        • Provide your license information for at least one of the following licenses: B, KB-2, R39, R39-R
    • To install Heat Pump Water Heaters (HPWH) you must have certification from a recognized Energy Skilled HPWH Program:

        • Please pay close attention to the specific programs that qualifyProvide your renewal date
        • Provide your license information for at least one of the following licenses: B, KB-2, R-40, CR-40
    • To install insulation, conduct ventilation repairs, and home air sealing work you must have certification with a nationally recognized program:
      • This may include BPI, NIA, etc. 
        • Provide your renewal date
        • Provide your license information for at least one of the following licenses:
          • For Insulation: B, KB-2, R-40, CR-40
          • For Ventilation: B, KB-2, R-39, R-39R, CR-39
    • To install electrical appliances such as heat pump clothes dryers or electric ovens/ranges/stoves/cooktops do not require any specific certification, but you must:
      • Provide evidence of your experience with the purchase and installation of this equipment, including proper electrical installation by a licensed Electrician
      • Provide your license information for at least one of the following for the electrical work: B, KB-2, R-11, CR-11
      • Provide your license information for at least one of the following licenses: B, KB-2, R-11, CR-11
    • To conduct electrical panel upgrades or additional electrical work beyond what is allowed with the HVAC licenses you must: 
      • Provide evidence of your experience conducting energy efficiency projects, including certifications from nationally recognized programs.
  2. Be licensed by the Arizona Registrar of Contractors and maintain active licensure for at least 12 months.
  3. Insurance
    • Submit proof of commercial general liability insurance covering bodily injury, property damage, and personal injury liability with a minimum coverage of $1,000,000 per occurrence.
    • Provide workers’ compensation and employer’s liability insurance as required by the state of Arizona.
    • Provide automobile liability insurance naming the program administrator and Efficiency Arizona as additional insurers.

  4. Good Standing
    • Maintain “Active” status with the Arizona Registrar of Contractors with no disciplinary actions or unresolved complaints.
    • Hold a B rating or higher with the Better Business Bureau.
    • Provide your active entity ID with SAM.gov and the renewal date
  5. Certifications and Training
    • Submit proof of trade-specific certifications as applicable as listed above
    • Confirm ongoing compliance with certification and training requirements throughout the program.
    • Attend onboard training and continuous training sessions held by Efficiency Arizona
  6. Business Information
    • Demonstrate at least 12 months of continuous operation under the same business name.
    • In business in Arizona under the same management for at least 12 months.
    • Submit an employee roster, including roles, certifications, and expiration dates.
